The title of this document, Policies, Guidelines, Procedures, indicates that it provides a reference for LWVMD Board members about how the organization operates. The handbook discusses hands-on “how we do it” aspects of the LWVMD. It also outlines the ethical and philosophical underpinnings that determine the way the League functions. Local Leagues often use materials in this handbook to pattern their own developing policies, and they are welcome to do so.

This 2003 update of this document reflects an extensive 2001 revision and incorporates various changes in policies made by the Board since the revision. This guide starts with Key Portfolios that provide the basis for all League activities and actions. The section on Ethics provides guidance for League conduct in all its activities - in public and internally. Board Management follows as the Board’s work is indeed driven by the portfolios and ethics. The sections Communication and Membership encompass major Board responsibilities. Maryland Voter Education Fund is last, describing the separate but essential education arm of the League.

This is a handbook that can never be perfect or finalized. The League is a dynamic organization with Board members who mold their portfolios to suit their ever changing “jobs.” Policies and procedures likewise shift and evolve with new technologies as well as new Board membership.
